Abstract: It has been considered in the historical circles that Emperor Yongzheng set up the Grand Council to weaken the power of the Cabinet,and strengthened his own authority.The author disagrees with the notion that the Grand Council conflicted with the Cabinet,and that the former’s growth meant the latter’s decline.The power of the Cabinet was not crippled after the Grand Council was set up.This paper also argues that the system of Memorializing the throne was not initiated by Emperor Kangxi.It can be traced back to the tradition of the official discussion which emerged in the Shunzhi Reign.
