Abstract: In the Qianlong reign, the construction of Qiantang river seawall project marked the transition from “repair by people ”to “repair by government”. In order to realize this objective “once and for all,” the Qing government did not spare any expense to construct the fish-scale stone seawall. By the late Qianlong reign, the seawall project system was basically complete. In Chinese history, water-control was always one of the basic functions of the governments. The amount of funds involved in water control often reflected the degree of the government??s effectiveness and enthusiasm. The amount of funds and the government’s role in a local project, along with an overall research, reveal effectiveness of the Qing government in the eighteenth century.

摘要： 乾隆朝,钱塘江海塘工程不仅实现了"民修"到"官修"的转型,而且为了实现"一劳永逸"的目标,清朝政府不惜帑金,大规模修筑鱼鳞大石塘,至乾隆末年海塘工程体系终于建立起来。中国历史上,治水历来是政府的一项基本职能。工程经费投入往往体现出政府执行相关职能的强弱和积极性的高低。以经费问题为引,以国家的视角考察钱塘江海塘工程,并结合相关研究,将会展示出十八世纪政府职能全面加强的历史图景。
