Abstract: To secure the northern border areas and hold the Mongols as a faithful alliance，the Qing rulers from the early Qing dynasty innovatively allowed the Mongols inherit the traditional legal system of the Mongolian area and eventually established a distinctive law system of the Mongolian area under the central government so as to guarantee the legal control over the Mongolian area．

摘要： 满蒙两个民族交往历史由来已久,蒙古民族在长期的历史发展中形成了自己的法制思想,开创了自己的法律制度体系。至清朝建国,为了强化中央集权,控制蒙古地区以保障边疆地区的稳定,清朝依据蒙古地区游牧经济和自然条件等特点,在蒙古自身的法律体制基础上加以继承和新创,最终形成其统治下的蒙古地区特有的法律规制,从而保障了大清王朝对蒙古地区的法律统治秩序。
