摘要： 雍正为选拔能员，提高行政效率，不断完善保举和题补制度。督抚和部臣的人事权得到加强，他们在保题人才时不必回避血缘、亲缘等人事关系。同时，雍正也严格保题者的连带责任，严惩徇私和滥举行为。 

Abstract:  To appoint talented officials and raise government efficiency,  Emperor Yongzheng perfected the system of “guaranteed recommendation and proposed appointment.” With their power in personnel administration strengthened, governors and governor- generals recommended and selected talented persons even if they were family members or close relatives. However, when governors and governor- generals abused their authority, they would he punished severely.
