Abstract: During the boxer movement，the Beijing city was occupied by the allied forces of eight countries，the Empress Dowager Ci Xi and Emperor Guangxu had fled，and the Beijing city was actually in the extreme state of “the country without the Lord” before Yikuang returned. This article focus on the different groups of central government officials，investigates their political actions and investigate their connections to the foreign countries.
