Abstract: In the Qing Dynasty Baoqing prefecture in Hunan Province was a remote and economically underdeveloped region.In order to overcome hardships , such as natural calamities , epidemics , poverty and female infanticide , social welfare institutions naturally came into being.Furthermore , there was an obvious trend toward cooperation between official and civil institutions.Local social custom , official and gentry initiatives , as well as“courtesy toward commoners”educational measures facilitated this cooperation.

摘要： 清朝湖南宝庆府是一个经济并不发达、对外交往相对不多的内陆地区。为了克服天灾、疾疫以及供养能力局限所产生的贫困无着及“溺婴”等现象 ,这里也自然形成起自己的社会救济系统 ,并显示出官民相互合作的倾向。这其中包含了地方社会风尚的促成、官绅阶层的倡导以及“礼下庶人”教育的效应等因素。
