摘要： <正>按语:本文是近代学者许宝蘅先生(字季湘,1875—1960)的未刊文稿。季湘先生出身世家,清末以举人充军机章京,熟悉清代掌故和档案文献;民国后又在北洋政府和故宫博物院任职。1954年8月,中国人民大学历史系档案教学组年轻教师韦庆远,经叶恭绰先生介绍,拜访季湘先生,请教清季和北洋政府时期中央政府机构的档案情况。
