Abstract: Throughout the ages Chinese society attached great importance to the development of defense against and effective countermeasures for natural disasters.The Qing dynasty represented the culmination of centuries of experience with defense and relief of natural disasters.This article examines government policies and responses , including food supply , river control and levee building , eradication of locusts , information dissemination , and presents a broad overview of disaster defense and reduction during the Qing Dynasty.

摘要： 中国封建社会历来重视对自然灾害的防备 ,在长期的实践中 ,形成了许多行之有效的做法和经验。这方面 ,清朝是集大成者。本文从政府政策措施的角度 ,对清代粮食储备 ,治河修塘 ,灭蝗捕蝗 ,信息奏报等进行了综合性考察 ,展现中国末代王朝防灾减灾活动的概貌及其基本特征。
