    Mongol Law and the relation with the Regulations of Li Fan Yuan

    This paper introduced the Mongol and Chinese editions of Mongol Law ( Meng gu 1u 1i) that edited in the Kang Xi to Qian Long period, as well as the information about study on it, and discussed some question about the Regulations of the Li Fan Yuan, indicated what is called the Transcript of Regulations of Li Fan Yuan that belong to the Collection of Palace ( Nei Fu Chao Ben Li Fan Yuan Ze Li) is the manuscript of the Regulations of Code of Qing ( Da Qing Hui Dian Ze Li),namely the chapter of Li- Fan- Yuan of this book. The Regulations of Li Fan Yuan it content is based on the Mongol Law ( Meng gu 1u 1i) and edited in the regime of Jia Qing emperor.

    Studying the Thought on Company Institute in Later Qing

    After the Opium War, Many kinds company of western country came into China. The Chinese people became more and more understanding toward the company institute. During the Yang Wu movement, Chinese thinking circles reflected the practice of Chinese company institute in that time, affirmed the superiority of the company institute, expressed the hope of emulating the western company institute and explored how to introduce the Western company institute. In the first ten years of 20 century, Lian Qi- chao and Kang You- wei and others put forward the tentative plan of establishing the stock exchange institute, and probed the non- institute bond problems of introducing western company institute.

    The Operation of Social Public Service in Cities of Qing Dynasty: Sample Survey on the Fire Fighting & Prevention Service in Hangzhou City

    In cities crowded with houses and buildings, fire involves a good many social relations, as well as a series of social affairs, so the operation of the fire fighting and prevention service reflects the organization and structure of the social relations in cities. During the Qing Dynasty, Hangzhou municipal government organized a special fire brigade of soldiers and carried out some fire prevention measures such as “Guan Shui Tong”( water- storing barrels for fire fighting distributed by the government), etc. For lack of manpower and financial resources, the government’s efforts couldn’ t meet with the fire fighting and prevention needs of the residents. Therefore, the government transferred the everyday fire prevention work to grass- roots organizations, and called on nongovernmental forces to take part in this work. When the relations of residents grew complex with the social and economic development, there emerged nongovernmental fire brigades such as “Yi Min”( Fire Fighting Volunteers) and “Jiu Huo Ji”(A kind of nongovernmental fire fighting organization).Despite their respective defects, the official and nongovernmental fire fighting forces complemented each other, and undertook the fire fighting work together. The relief after fire was also managed by both official and nongovernmental forces. However, behind the officials’voluntary contribution was their tactful thought for securing their official career.

    The administration of Qing Dynasty’s tax outpost is divided into two forms: specific duty and concurrent post. This article will bring to light the general and particular relationship in the personal administration system of tax outposts in Qing Dynasty, through researching the status, rank, selecting ways of specific duty officials and the rule and its change of the status and responsibility of the part- time officials, through analysis on the relationship between the Inner Affair Bureau ( Nei Wu Fu) officials and tax outpost supervisors.

    The Modern Change of Post Road System of Qing Government

    The Post Road system of Qing Government had provided energetic support for the operation of the whole imperial and was famous for its swift and effective character. However, in Later Qing Period, being influenced by molest, taking bribes and other elements, the post road system appeared sluggish and low effective. After western modern communication method being transformed into China, the innate development mode of Post Road System was broken down, its function finally being replaced by modern transport, telegraphy and postal service.

    The Imperial Memorials of the Kangxi Reign are the precious historical materials for the study of the Qing Dynasty history, particularly for the study of the Qing Dynasty Imperial Memorials. The First History Archives organizes some specialists and scholars to put it in order systematically, to translate and annotate the M anchu Imperial Memorials of them, publishes it in the name of “The Collection of the Chinese Imperial Memorials of the Kangxi Reign”and “The Collection of the Manchu Imperial Memorials of the Kangxi Reign.”They are certainly great contribution to the study of Qing Dynasty. However, because of many reasons, these two books have many mistakes. This article tries to discuss on it, so as to seek the riphy.

    The representative viewpoints regard the writing of “Ming Yi Dai Fang Lu” was the accident indicating Huang Zong- Xi’ s yield and forgive toward the rule of Qing Government. This article investigates the complete time of the book and Huang Zong- Xi’s activities in his later years, considers that the political propositions put forward in the book is closely related to the political crisis in later Ming Dynasty, the true meaning of those propositions can’ t he understood except being put in the background of emperor power and politico reality in Later Ming Dynasty.
